SECTION NEWS Attendees of Hawaiian Section meeting Mr. Malone's technical presentation, "Shipbuilding Opportunities in Short Sea Shipping," summarized a recent project sponsored by the Product Design & Material Technologies (PDMT) Panel (SNAME T&R Panel SP-14) of the National Shipbuilding Research Program (NSRP) aimed at accelerating the U.S. shipbuilding opportunities associated with the development of America's Marine Highways, both Au Ve r ng tof sio it n to of 1 W fse 3 or ts d, & m or e coastal and inland, as a component of the U.S. transportation infrastructure. The presentation addressed the many factors that affect the viability of U.S. short sea shipping operations, including: market characteristics; shipping and trucking stakeholder perspectives; vessel characteristics; regulatory, legislative and labor considerations; shipbuilding issues; port infrastructure issues; public benefits (e.g., traffic congestion relief, increased highway safety, and reduction of air and noise pollution); and transportation system economics. A "roadmap" was presented for a recommended program of work that would mitigate the obstacles to new and expanded short sea shipping operations in the U.S., and bring about a rebirth of Jones Act construction for U.S. shipyards.
