plan submittals are required: a facility design report (FDR) and a fabrication and installation report (FIR). If a facility, or com- bination of facilities, proposed in an approved SAP or GAP are deemed to be complex or signicant by BOEM, then an FDR and FIR are required before any construction and installation activities described in the SAP or GAP can begin. e specic requirements for an FDR are listed in 30 CFR 585.701 and it must include such detailed design information as structural and arrangement draw- ings, environmental loading data, engineering design data and calculations, project-specic design and installation studies, and so forth. e specic requirements for an FIR are listed in 30 CFR 585.702 and it must include detailed information about the fabri- cation and installation process such as the fabrication standards that will be used, and details on deployment activities, equipment, and materials. Third-party veri?cation The regulations governing the leasing and development of wind projects on the OCS include provisions for the use of independent third-party engineering reviewers, who are referred to as certied veri- cation agents (CVAs). CVAs are independent companies employing professional engineers with appropriate qualications and experience to conduct third-party reviews. CVAs have been used in the review and approval process for oshore oil and gas structures since the 1980s. CVAs provide independent third-party review for the design, fabrica- tion, and installation phases of a project. Individuals or organizations acting as CVAs must not function in any capacity that will create a conict of interest, or the appear- ance of a conict of interest. erefore, CVAs cannot have been involved in any original design work, that is, working for the les- see (the developer) if they are to perform any design, fabrication, or installation CVA duties. A CVA is nominated and retained by the lessee, but performs reviews for and reports directly to BOEM. e CVA requirements for a proposed oshore wind project are contained in 30 CFR Part 585 Subpart G ? Facility Design, Fabrication, and Installation, and in particular section 585.705 through section 585.712.
