October 2011 www.sname.org/sname/mt (historical note) In July 2011, IMOs Marine Environmental Protection Committee (MEPC 62) adopted mandatory energy-efficiency measures for ships as Chapter IV to the MARPOL Annex VI. e regulation, which enters into force in January 2013, will require ships of 400 gross tons or more to have an International Energy Eciency Certicate. New tankers will be required to have the Energy Eciency Design Index (EEDI) veried and compliant with the criteria, and tankers will be required to have the Ship Energy Eciency Management Plan (SEEMP) onboard. In addi- tion to these technical measures, the committee will continue to work on the proposed market-based measures. e EEDI is an index for design eciency, but it does not rep- resent the eciency of ships in operation. e IMO has guidelines for developing the SEEMP that can be presented as a catalog of best operational practices. e IMO also has developed the Energy Efficiency Operational Indicator (EEOI), which measures CO 2 emissions in the actual operational condition. In addition to the IMO guidelines, Intertanko and OCIMF have developed their own guidelines, and some charterers are starting to require the ships to develop the SEEMP.
